BAs are negotiable instruments priced at a discount. They are guaranteed by banks as good for payment on maturity; hence the risk is on the banks that accept the instruments. BAs are rediscounted in the secondary market and are bearer instruments. They are subject to 20% withholding tax, which is deducted at source.
